In response to the September 11 terrorist attacks in the United States, OSCE Secretary General Jan Kubis issued the following statement expressing hope "that those responsible and their assistants will be brought to justice by the most expedient means":

STATEMENT BY OSCE SECRETARY GENERAL, JAN KUBIS

VIENNA, 11 September 2001 (OSCE) -- I express my deepest outrage at today's cowardly attack against the United States of America, its people. These criminal acts of terrorism violate the basic principles of humanity and basics of democracy which differentiate civilization from the barbarism of wanton cruelty.

It is my strong hope that those responsible and their assistants will be brought to justice by the most expedient means, and that the world community will unite in a determined action against all forms of terrorism, its sources and perpetrators.

To the families, friends of the victims, as well as to the American people, I wish to convey my deepest sympathy and sincere condolences.
