U.S. Information Agency
Merges with Department of State



On October 1, 1999, USIA will merge with the Department of State. Under Secretary for Public Diplomacy Evelyn Lieberman will have oversight over public diplomacy functions and activities at the State Department.

The public diplomacy aspects of U.S. foreign policy and U.S. foreign affairs that were the mandate of USIA will be carried forward into the 21st century. As USIA closes its doors, one of its senior officers, Rick Ruth, looks forward in the article, "Public Diplomacy in the Twenty-First Century."
