Text: Bereuter Bill Would Increase World Bank AIDS Trust Fund

H.R. 2009 to set FY-02 funding at $200 million for fund

Representative Doug Bereuter (Republican of Nebraska) has introduced a bill that would increase the funding level of U.S. support for the World Bank AIDS Trust Fund in fiscal year 2002.

H.R. 2009, submitted by Bereuter June 18 to the House of Representatives, would also expand the scope of activities the trust fund supports. The bill was referred to the House Committee on Financial Services.

The proposed legislation, titled the World Bank AIDS Trust Fund Amendments Act of 2001, would set funding for fiscal year 2002 at $200 million. H.R. 2009 would amend the Global AIDS and Tuberculosis Relief Act of 2000.

H.R. 2009 would direct the World Bank Trust Fund to use its resources to "address diseases related to HIV/AIDS, such as tuberculosis, as well as malaria."

The Bereuter bill would also have the fund back measures "to ensure affordable access to treatments against AIDS and related infections such as tuberculosis, as well as malaria."

HIV/AIDS will be the focus of a special session of the United Nations General Assembly June 25-27.

A BILL To increase the authorization for the multilateral World Bank AIDS Trust Fund, and expand the focus of the Trust Fund.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the 'World Bank AIDS Trust Fund Amendments Act of 2001'.

SEC. 2. INCREASE IN AUTHORIZATION OF APPROPRIATIONS FOR FISCAL YEAR 2002.

Section 141(a) of the Global AIDS and Tuberculosis Relief Act of 2000 (22 U.S.C. 6841(a)) is amended by striking `each of the fiscal years 2001 and 2002' and inserting `for fiscal year 2001 and $200,000,000 for fiscal year 2002'.

SEC. 3. EXPANSION OF FOCUS.

(a) PURPOSE- Section 121(b) of the Global AIDS and Tuberculosis Relief Act of 2000 (22 U.S.C. 6821(b)) is amended--

(1) by striking `and' at the end of paragraph (1);

(2) by striking the period at the end of paragraph (2); and

(3) by adding at the end the following:

`(3) address diseases related to HIV/AIDS, such as tuberculosis, as well as malaria.'.

(b) PROGRAM OBJECTIVES- Section 122(a)(1) of such Act (22 U.S.C. 6822(a)(1)) is amended by adding at the end the following: `In addition, the Trust Fund should provide assistance for diseases related to HIV/AIDS, such as tuberculosis, as well as malaria.'.

(c) ACTIVITIES SUPPORTED- Section 122(a)(2)(G) of such Act (22 U.S.C. 6822(a)(2)(G)) is amended to read as follows:

`(G) measures to ensure affordable access to treatments against AIDS and related infections such as tuberculosis, as well as malaria.'.

SEC. 4. EXTENSION OF TIME FOR GAO REPORT ON TRUST FUND EFFECTIVENESS.

Section 131(b) of the Global AIDS and Tuberculosis Relief Act of 2000 (22 U.S.C. 6831(b)) is amended by striking `of the enactment of this Act' and inserting `the Trust Fund is established'.
