Statement of Frank E. Loy,
 U.S. Under Secretary of State for Global Affairs
and Head of the U.S. Delegation to the Sixth Session of the Conference of the Parties to the U.N. Framework Convention on Climate Change

 
While the United States is deeply disappointed with Minister Pronk’s paper, which we consider unacceptably imbalanced, we are pursuing every opportunity to reach a good agreement here at The Hague.  We continue to negotiate with the aim of moving forward on key issues in the fight against global warming.
 
I regret canceling our press briefing today, but the situation is very fluid, and I do not feel the negotiations would benefit from any detailed airing of the issues at this stage.
