The challenge presented by the proliferation of weapons of mass destruction is great, but the international community is "resolutely determined to contain it," Holum says. "A strong, comprehensive nonproliferation strategy will remain a centerpiece of U.S. foreign policy as we advance America's interests and global security into the next century."
