Members are not allowed to change the substance of their remarks. Under clause 9 of Rule XIV, Members may only make grammatical corrections. If a Member wishes to elaborate on their statement with tables or other "extraneous material," and permission has not been granted under general leave, they must obtain permission for that specifically. Such permission can only be granted in the House and not in the Committee of the Whole. Members should note that it will take approximately one hour between the time they speak and the time their transcribed remarks are available on the Floor.
